Records Request Process

Commissary and Inmate Funds

There is also a kiosk in the detention center lobby for in-person deposits. The kiosk takes cash and cards. Funds deposited this way go toward commissary purchases and phone use.

Missouri Law on Jefferson County Booking Reports

RSMo 610.100 is the core statute. It makes arrest reports and incident reports open records. The law defines an arrest report as the record of an arrest and any detention, along with the charge. Every booking report at the Jefferson County Detention Center falls under this rule. You do not need to give a reason when you ask for one.

If someone is arrested and no charges are filed within 30 days, the arrest report becomes closed. Only the disposition stays open. Reports can also be partially withheld if they would put a witness at risk or interfere with an active investigation. But the default is open. The Missouri Attorney General enforces these rules and takes complaints about denied requests.
